That Wellington County Council authorize the County Treasurer to borrow funds as required on a temporary basis (until the taxes are collected and other revenues received) to meet current expenditures of the County in 2022, subject to a maximum borrowing limit of $27,200,000.

That the 2022 Operating and Capital Budget and 2022-2131 Ten-Year Plan be approved, with the exception of the Human Resources salaries; and

That staff be directed to prepare the necessary by-law.
